Clark County won’t permit a truck without one.
Under SNHD §10-702.11, a mobile food vendor must have a commissary or
servicing-depot agreement in place before the health authority will issue a permit — and
units must report to their commissary daily for cleaning and servicing
(§10-501.11). PCS is your permitted base.
